The quote sounded fishy to me: too contemporary in cadence to be Jefferson, and addressing concepts ("big" vs. "small" government) that were quite alien to the 18th century.Looking it up today, I found that the quote actually came from Gerald Ford, speaking to a joint session of Congress in August 1974.
Interestingly, the quote has also been misattributed to Goldwater and Reagan; Ford apparently doesn't have enough conservative cred to get any bumper sticker action from the wingnuts.
